I recommend you getting Adobe Golive for strictly graphical layouts. It is a good visual editor and integrates well with Photoshop/Illustrator etc.

I have Illustrator 10, its good enough I think for line art. I know they have Illustrator CS 2 now, But 10 is plenty good enough. Thats the best for line art because its a vector program. I just use it for lines, and photoshopCS for all my coloring. Painter 9 is also great to have.

for lines, photoshop isn't as good as Illustrator. You can make a pen stroke in photoshop using the pen tool, then go to the layer, channels, path window and click path. Then there are buttons on the bottom of the window for fill path or stroke path. Click stroke path to make a stroke using the selected brush stroke.
So, if you click brush, black hard brush, set it to 2 pixel width. Make some points with the pen tool, then click stroke path and you should have a pen stroke.
Ask for help, I'm glad to help on using photoshop.
